Applying for benefits
The application forms for the daily allowance, mobility allowance and transition security allowance can be found on the website of The Federation of Unemployment Funds in Finland.
On the same page, you will also find a form to submit a statement of employment and salary by calendar week. You should fill in this form if your working hours have varied from week to week, especially if you have worked less than 18 hours in some calendar weeks. Until 1 September 2024, the information is needed to monitor the working condition. From 2 September 2024, the working condition will be monitored on the basis of the wages paid each calendar month.
Recovery of overpayments
Statement of Financial and Social Conditions
If you think the recovery of an overpayment should be waived based on your financial situation, attach to your answer a statement of your financial situation with this form.
A copy of the most recent personal tax assessment and a copy of the itemised tax return that came with the tax proposal must be attached to the form. You can obtain the tax assessment from the MyTax service.
Invalidity
Employer's certificate for work according to capacity to work
If your employment contract is still valid, you must find out from your employer whether you could continue working in the organization despite your disability, for example, in a lighter role. As an attachment to your unemployment benefits application, you must provide a certificate from your employer stating whether or not they can offer you work that is suitable for your ability to work. You may be eligible for unemployment benefits only if such work cannot be arranged. You can only be entitled to unemployment benefit if it is not possible to find such work. You can submit an explanation using this form.
Handling Matters with a Power of Attorney
The unemployment fund can only release confidential information in its register to the person concerned or to the authorities specifically designated in the Unemployment Security Act. Otherwise, information cannot be released without the explicit consent of the member.
You can authorize another adult to handle your unemployment fund matters using a power of attorney. With the power of attorney, the authorized person can manage your affairs and obtain the necessary information to handle these matters. Information will only be disclosed to the extent necessary to manage the case.
